The kind of quality contents a publisher creates determines his rpm and earning status.
Some youtube channel niches have higher rpm by defaults whilst others are drastically low.

Publishers who make videos about banking, loans, finances, money (How To Make Money Online), insurance, charity, etc have higher rpm as compared to those who make video about entertainment, gossips and celebrity news.
Also, creating original contents and avoiding reused contents helps to increase your rpm.
2. Post regularly and increase user interactions on your videos.
Yes, more quality videos with great user interaction results in higher rpm and revenue.
Interactions such as higher audience retention, ad Click, and impressions helps increase youtube rpm and revenue.
3. Channel / Video Optimization
A well optimized channel/video is the one that appears on search engines (Google, Bing, opera, etc) and other social media networks when searched within a particular niche.

To optimized and ranked your videos on various platforms, you would have to get your videos embedded on various websites and share links on social media platforms such as Facebook, twitter, LinkedIn, etc.
